Nowa organizacja przemysłu jachtowego

Szanowni Państwo,

dostaliśmy informację o zamiarze powołania nowej organizacji skupiającej narodowe stowarzyszenia przemysłu jachtowego. To kolejny krok w kierunku ujednolicenia zasad wspólpracy i stworzenia forum, na którym wypracowywane będą zasady wspólpracy pomiedzy narodowymi organizacjami. Ważnym celem nowej organizacji jest opracowywanie wspólnego stanowiska w zakresie spraw związanych z branżą, zwłaszcza w kontekście nowelizacji dyrektyw unijnych. Nowa organizacja nie będzie zastępowała dotychczas istniejącej ICOMII, będzie odrębnym tworem wspierającym stanowisko ICOMII i wspomagającym jej prace. Organizacja nazywać się będzie European Leisure Marine Industries Federation i zostanie powoiłana do życia na najbliższym kongresie ICOMII w początku czerwca.

Polska została zakwalifikowana do członków kategorii II, wspólnie z Finlandią, Szwecją, Norwegią i Hiszpanią. To zaszczyt, ale także zobowiązanie, również finansowe, składka roczna ustalona została bowiem w wysokości 7 tysięcy euro rocznie. . Over recent months a conciliation process has been taking place with ECNI with a view to uniting to form one organisation to represent our industry in Brussels.  Jouko Huju (FINBOAT), Geert Dijks (HISWA) and Howard Pridding (BMF) have represented EURMIG in the negotiations that have taken place within a joint working group.
We are pleased to report that we have now agreed a Memorandum of Understanding and an action plan with the objective of launching the first General Assembly meeting of the new organisation during the ICOMIA Congress in June.
Attached is a copy of the MOU which sets out the objectives and democratic structure of the new organisation.  It will be a stand alone organisation with a Secretary General based in Brussels.  There will be a service level agreement with ICOMIA to avoid duplication of effort and cost.  The new organisation has been named as the European Leisure Marine Industries Federation. 
It is important that the new organisation is fully representative of the leisure marine industries in all EU/EEA member states.  All MIA's who are currently members of EURMIG and ECNI are now being invited to join the new organisation.  For this reason, we now need the commitment of your MIA to actively participate in and financially support the new European Leisure Marine Industries Federation. 
The attached MOU document includes a funding proposal for the new organisation.  This has been constructed in the spirit of ICOMIA traditions of enabling the involvement of MIA's of all sizes but recognising their ability to contribute financially.  Most importantly in these times of global economic strife it is recognised that the budgets of all MIA's are under close scrutiny and pressure.  We have set a realistic budget to establish a lean organisation to effectively deliver the representational role that our industry requires in Brussels.

Objective of the organisationThe organisation represents the leisure marine industry in order to promote and protects itsinterests in Europe and build the profile of the industry as a successful sector of theEuropean economy and to work to grow the boating market.In order to achieve this mission, the new entity will carry out the following tasks: Monitor in Brussels to identify all issues that will impact on the industry. Provide an industry forum for debate on European issues and formulating industry EUpolicy. To make representations in Brussels to all relevant institutions and organisationsincluding the European Commission, European Parliament and Council of theEuropean Union. To pursue EU funding for projects that will benefit the industry. To conduct collaborative projects. The sharing of knowledge, best practice and information amongst members.The new organisation will be established as an independent legal entity with its ownconstitution, staff, governance structure and resources. It will be registered in Brussels. Theorganisation runs its own office in Brussels.2. Organisation structure / organs Non-profit organisation Organs of the organisation:- CouncilThe Council is elected for a period of two years and is composed of 9 people.All membership categories must be represented in the Council’s compositionwith at least one representative. The Council meets at least twice a year and ischaired by the President. At least two third of the Council members must comefrom companies of the boatbuilding industry or its industrial suppliers, that arecontrolled by a majority of European capital (this last point will have to beconfirmed by each candidate to the Council, by the signature of a declaration ofHonour).The Council elects among its members, for a period of two years, the President,the Vice-president and the Treasurer. The President, the Vice-president andthe Treasurer must be actively involved in the nautical industry and may not beemployees of other MIAs. If the President is not a representative of aboatbuilding company, the Vice President must be a representative of aboatbuilding company.- General Assembly (GA)It consists of the representatives of the member organisations. Each memberorganisation sends one delegate. The GA elects the Council members,approves of the President's report and the annual accounts and votes on theFinal– April 20092budget and membership fees. The members of the GA have differing votingrights based on their membership category. The GA is chaired by the President.- Secretary General (SG)Is appointed by the Council and implements the Council's resolutions inoperative terms, in cooperation with the Committee of Executives. The SG, whois a full time employee without any other business commitment in the nauticalsector (except with the authorization of the Council), runs the organisation'sdaily affairs.Committee of ExecutivesThe Committee of Executives will meet at least two times a year.
